National Science and Technology Venture Capital Development Centre was established in 1991, organized and led by National Science and Technology Ministry and National Finance Ministry. It is a legally qualified, non-profitable agency in the field of science and technological service.

The center possesses a group of high-level professionals who have been working within such fields as banking, securities management and laws for a long period of time. It is also keeping close and cooperative relationships with securities and investment businesses and many venture capital investment agencies inside and outside China. The center functions as a tie to connect high technology inventions and research results with the functions of finance and banking, and supports scientific researching institutions, universities, colleges and enterprises to undertake prophase science and technology development work featured by risk and high profitability. It creates supports with money, technologies and management to push forward the transformation of inventions and findings into products, and help the commercialization, industrialization and internationalization of research fruits, so as to speed up the development process for Chinese high technology enterprises.

The center is made of six divisions----general management, policy research, investment evaluations, investment consultant, project development and training & cooperation. The main businesses for the center at present includes:

Conduct venture capital consultant service, exploring at establishing a venture capital evaluation system applying to the international conventions and can be operated.

Carry out service of venture capital information network. Advise on China venture capital policies for government agencies in scientific and economic field.

Expand business in venture capital investment consultation. Engage in consultant, evaluation, reasoning, finance, management and other investment services for the industrialization of science and technology achievements and projects. Undertake specialized work commissioned by National Science and Technology Ministry, National Finance Ministry and relevant government agencies.

Offer various kinds of services for the scientific and technological enterprises including investment, incubation, annex, recombination, purchasing and listing.

Conduct training on technologies, finance, marketing, accounting and business administration for scientific and technological enterprises.

Organize development and technology transformation for scientific and technological projects. Offer financial support and relevant business, management and marketing services for the projects of high technology results transformation which conform to the national science and technology industrialization policies; have large market potential ; at a high growth rate and have Chinese own intellectual property rights, and help them complete process of industrialization rapidly and get back money at proper time.
Conduct international exchange and cooperation related to venture capital projects.
